Terms of Reference (ToR) for an Environmental Impact Assessment (EIA) for theFLM- Burundi Projects: Integrated Community Development Project (TUJIJUKE) andCommunity Resilience Strengthening Project for Food Security and Livelihoods(BARAMIRE)
1. Background
The Lutheran World Federation (LWF) is an international, faith-based non-governmental organization, widely recognized and present in more than 20 countries worldwide. Its headquarters is in Geneva, Switzerland, and it has been operating in Burundi since 2006 through key programmatic areas such as Climate and Resilient Livelihoods, Protection and Social Cohesion, and Quality Services, with interventions mainly in the provinces of BUHUMUZA, BURUNGA, and BUJUMBURA.
As part of the implementation of its activities, the Lutheran World Federation –Burundi Program, with support from Australian Lutheran World Service and Canadian FoodGrainsBank/Canadian Lutheran World Relief, intends to conduct an Environmental Impact Assessment (EIA). This assessment relates to two initiatives: The Integrated CommunityDevelopment Project (TUJIJUKE), funded by ALWS, and the Community Resilience Strengthening Project for Food Security and Livelihoods (BARAMIRE), funded by CFGB/CLWR. Both projects aim to improve the living conditions of rural populations through multisectoral interventions (agriculture, income-generating activities, small trades, water, health, education and rural infrastructure). This assessment will be conducted in the intervention areas of the two projects, specifically in:

In accordance with national requirements and international environmental standards, an Environmental Impact Assessment (EIA) is required to identify potential risks and propose appropriate mitigation measures.
2. Objective of the Assessment
To assess the potential impacts of the TUJIJUKE and BARAMIRE projects on the environment and local communities, and to propose an Environmental Management Plan(EMP) to promote project sustainability and acceptability, ensure compliance with environmental regulations, and foster stakeholder engagement.
3. Gender and Social Inclusion
The ways that humans affect and are affected by the natural environment are not uniform, and environmental risks and impacts are experienced disproportionately by marginalised and at-risk groups, including women, girls and persons with disabilities. Consistent with principles of gender equality, disability equity and meaningful participation, consultations undertaken as part of this assessment should reflect the diversity within communities. Particular care should be taken to ensure the safe, accessible and meaningful engagement of individuals and groups that are sometimes under-represented, including women and girls, people with disabilities, youth, and the elderly. The Environmental Impact Assessment report should reflect how the projects’ environmental impacts, risks and benefits and concerns expressed by community members vary based on gender, age, and disability status.

The Assessment will last one month after the contract is signed, divided into phases: preparation, fieldwork, analysis, EIA and EMP preparation, and presentation sessions (including donors representatives).

Deliverables will follow the sequence:
Draft report → LWF and donors review → comments → revision →final presentation

All collected data remain the property of LWF and may not be used without written permission.
Note: Consultants will be required to sign and follow the LWF Burundi Code of Conduct andprovide a current Criminal Record Check.
